As the city’s first Frugal Fashion Week (July 23-26) kicks off along West Queen West, the event’s producer Gillian Downes offers up a mantra for savvy consumers: shop local, shop often.

“When there’s a recession, nobody calls for spending,” says Downes. “But to support local businesses you can’t hoard your money.”
